.'
TLI
]U N 6 2004
Robert and Jenni, EWAROMv;ELENTHEATH June 24,2OD9
pERj M,|T/S E R V I C E S
First off, |wish to apologize for our efforts inconstructing the berms south of the existing rifle range
without contacting the EH0before the start of the project. Our intentions forthe range were strictly a
means to an end. Because of the predicted cost of bringing dirt onto the site and grading it for proper
water runoff, xveneeded tmfind asolution tothe financial strain the project would put onus.
When our family friend,Jim Scholl, offered his services, it was a sudden opportunity. He had been
notified to the access of a tractor only a few days before we began the work. He began working on April
201h.April 21't, I sent an email to Jenni requesting her to come out to see the progress. While working on
the new pistol range,Jim also started the grading and soil improvements directly south of the new pistol
range. |was elittle shocked atthe letter| received because when]ennimade the visit, there was no
discussion about the new berms that were constructed. I genuinely felt good about the progress being
made to your satisfaction. I guess I had thought that since it was used prior as a silhouette range years
before,there wouldn't beanissue.
Keeping inmind the cost factor ofthe rest ofthe EHDproject, vvededdedthetputtingupthebernmsto
facilitate the new pistol range would bekey tofunding the rest ufthe soil and grading. The old pistol
range was putting a safety and financial strain onthe business. The construction ofthe existing pistol
range is failing and sending off possible ricochets. We had to shut part of it down. Also, having that
range separate from the 50 and 100 yard range makes it difficult to have it monitored while in use with
also having someone in the office. When having the new range next to the existing 50& 1ODyard range,
only one Range Master would be needed while having that same person watch the range from the
existing, currently unused, office on the shooting line. All intentions were on tightening up loose ends so
that vvecould attack the proposed EHDproject atasteady pace.
With that being said, | hope that you can accept my honest apology. | have been making this project a
priority. After we get the site cleaned up as proposed, | hope we can move forward with getting a permit
for the new range asthe financial and safety issue still exists.
VVehave contacted Brian J. Caetanmfrom CaetanoExcavating, and Danny Rocha from D] Rocha
Trucking. They work together onprojects suchasours.TheynoodeasitevisitonVVednesday]une17 mto
examine the property and gave us some insight on what needs to be done.Along with this letter, Brian
has created a more detailed plan on surveying of the property to examine the depth of the waste as well
as a resolution to our violation. Feel free to make any changes to our purposed plans as you see fit.
Upon your final approval, Brain will proceed insurveying the property and then will provide acopy to |
the EHD.Any question regarding the plan, please contact Brian directly at 209-595-2521.
At this time we will know the exact quantities of soil to be placed throughout the property. We will also
need to come up with a budget and a source for our funding. Keep in mind that funding may become a
challenge.VVewill doour best tmcomplete this bxSeptember 28 m, ZOO9.
1 appreciate your patience with us thus far.
