OBSERVATION: The monitoring plan is not current. The tank monitoring leak sensor model number is incorrectly reported in CERS as a 302. A 303 was observed on site. REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class II. 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. OBSERVATION: The designated operator failed to check and note the correct test dates for the overfill prevention inspection on the October 2020 through September 2021 designated operator inspection reports. The test date was incorrectly documented as 10/12/2018. Per the EHD's records and test results found on site,the overfill inspection was performed on 10/17/2019 and 11/19/2020. REGULATION GUIDANCE: During the inspection, the designated operator shall check that all required testing and maintenance for the UST system have been completed and document the dates they were done. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the required information on the reports. ----------------- ----------------- OBSERVATION: The designated operator failed to document all the alarms from the attached alarm history on the 03/04/2021 and 04/28/2021 designated operator inspection reports and failed to check that they were responded to appropriately. The missing alarms include: L4 alarms on 02/24/21 and 04/19/2021. REGULATION GUIDANCE: During the inspection,the designated operator shall review the alarm history since the previous inspection, check that each alarm was documented and responded to appropriately, and attach a copy of the alarm history with documentation taken in response to any alarms to the inspection report. CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of the required information on the reports. This is a repeat violation, Class II.
