Box 510 <br /> Lathrop, CA 95330 <br /> Re: Windelar Ranch Glass Disposal CIA Site at 640 Mossdale Road, Lathrop, CA <br /> (APN 23903009) <br /> Mr. Brown, <br /> This letter is written In response to your letter dated November 3, 2009 and your <br /> inquiry regarding clean closure. <br /> It is our understanding that in lieu of clean closure at the Disposal Site, you <br /> intend to use the Disposal Site Area to stockpile overburden from the excavation <br /> processing taking place on site under an approved quarry permit. The intended area for <br /> the overburden is in the 300' setback area between the levee toe and the edge of the <br /> excavation, which includes part of the known Disposal Site. <br /> What is the intended time period that overburden would be stockpiled over the <br /> Disposal Site? <br /> The storage of the soil overburden would need to be spread over the Site to a <br /> minimum depth of four feet. The amount of soil overburden above four feet that is <br /> stockpiled on the disposal site would be an approved method of storage. When <br /> overburden is removed, the EHD recommends that a minimum of four feet is to remain <br /> as permanent cover over the Disposal Site. <br /> The requirement for further action would be predicated on the risk the site poses <br /> to public health, safety or the environment.
