SAN J O A R N Environmental Health Department <br /> i y �V <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BILLJAR VALERO 153 E ELEVENTH ST,TRACY January 28, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. <br /> OBSERVATION: The designated operator inspections for the following months were performed more than 30 days <br /> after the previous inspection: <br /> - Initial inspection on 1/28/2020, next inspection performed on 2/28/2020(31 days) <br /> - Initial inspection on 3/28/2020, next inspection performed on 4/28/2020(31 days) <br /> - Initial inspection on 7/26/2020, next inspection performed on 8/26/2020(31 days) <br /> - Initial inspection on 11/25/2020, next inspection performed on 12/26/2020 (31 days) <br /> - Initial inspection on 12/26/2020, next inspection performed on 1/26/2021 (31 days) <br /> REGULATION GUIDANCE: The designated operator visual inspections shall be conducted within 30 days or less of <br /> the previous inspection. <br /> CORRECTIVE ACTION: Ensure that all designated operator inspections are performed within the required time <br /> frames. <br /> OBSERVATION: The designated operator inspection for 10/26/2020 was conducted on the outdated form. <br /> REGULATION GUIDANCE:An updated UST Designated Operator Visual Inspection Report is to be used effective <br /> 10/1/2020. <br /> CORRECTIVE ACTION: Ensure that all designated operator inspections are documents on the updated form. <br /> This is a minor violation. <br /> 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. <br /> OBSERVATION: The 87 spill container failed when tested. <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons and be capable of <br /> containing a spill or overfill until it is detected or cleaned up. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to repair or <br /> replace the spill container under permit and inspection of the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 2/27/2021 . <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign.
