A NJ O A Q U l N Environmental Health Department <br /> COUNTY— <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ARCO 06080 85 E LOUISE AVE, LATHROP January 19, 2021 <br /> Other Violations <br /> 2010 See below Unlisted General violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION: Liquid was found in the 87 STP sump, 91 STP sump, diesel STP sump, diesel fill sump and vent <br /> transition sump. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any liquid intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed approximately 2 cups of liquid from the 87 STP sump, 91 <br /> STP sump, diesel STP sump, diesel fill sump and vent transition sump and returned the sensor to its proper <br /> location. Immediately contact a properly licensed,trained, and certified contractor to address the liquid intrusion into <br /> the the 87 STP sump, 91 STP sump, diesel STP sump, diesel fill sump and vent transition sump under permit and <br /> inspection of the EHD. <br /> This is a minor violation. <br /> 315 HSC 25290.1(e)Failure to maintain interstitial space to detect leaks before release to environment(post-Jul 2004). <br /> OBSERVATION: The 304 sensor in 3/4 UDC failed when tested. <br /> REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant <br /> vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous <br /> substance is released into the environment. <br /> CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 2/18/2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
