6.2 Prediction ill Characteristics — 40 CFR 112.7(b) <br /> KRC TRACY PLANT spill scenarios are described below and summarized in Table 2 <br /> "POTENTIAL SPILL SCENARIOS". <br /> All surface drainage from the industrial portion of the site is directed by gravity into a large <br /> unlined basin southeast of the site, where it is held until reused or evaporated. <br /> The highway diesel fuel 10,000 GA AST is a STI Fireguard double walled steel tank, with <br /> sufficient volume to contain the contents of the internal 10,000 GA tank. The off-highway diesel <br /> fuel 500 GA AST is a double walled steel tank, with sufficient volume to contain the contents of <br /> the internal 500 GA tank. In a worst case scenario, the primary tank and surrounding <br /> secondary containment would both be compromised. Spillage from fuel storage area would flow <br /> to the PCC paved surface under and about the tank. Discharge would then flow northeastward <br /> to the retention pond used for storm water collection. The pond would collect and store the <br /> discharge until manually drained or pumped. <br /> Other potential spill scenarios associated with the diesel fuel ASTs include leakage from fittings <br /> and piping associated with the tank and dispenser, minor pipe leakage due to corrosion or weld <br /> failure and overfilling during fuel product transfer operations. <br /> The dispenser and related piping are located above ground with visual exposure of all piping to <br /> the dispenser. The purpose of the inspection between the tank and the secondary containment <br /> is to identify any leakage. If a significant quantity fuel leaks prior to discovery, it will be captured <br /> in the secondary containment portion of the tank system and should be apparent at the time of <br /> inspection. <br /> The 10,000 GA AST's fill point is readily accessible at an enclosed waist level fill connection. <br /> Minor spillage when disconnecting the supplying delivery hose may occur but the manually <br /> controlled nozzle is shut prior to removing nozzle and any spillage should be captured in the <br /> enclosure cabinet. The 500 GA AST's fill point is readily accessible at top of tank fill connection. <br /> Overfilling of the 10,000 GA diesel AST is limited by a float actuated valve possible as flow into <br /> The 500 GA AST is not restricted to 90% of the AST capacity. In the event the inflow is not <br /> curtailed, relief at the tank emergency relief vents would relieve internal pressure and release <br /> fuel noticeably.
