See violations 201-203. <br /> OBSERVATION 2: The business operator could not produce documentation during the inspection that <br /> demonstrates employees have complete hazardous waste training as specified in this section.The training <br /> documentation was missing or did not adequately demonstrate the following: <br /> -a written description, including a syllabus and/or outline, of the type and amount of both introductory and continuing <br /> training. <br /> -that the training is directed by a person trained in hazardous waste management procedures. <br /> -that facility personnel complete a training program through classroom, computer-based, or electronic instruction or <br /> on-the-job training. <br /> -the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job. <br /> -that facility personnel hazardous waste management and emergency response training covers the following <br /> required topics within 180 days of hire and refreshed annually: 1)hazardous waste contingency plan review and 2) <br /> implementation identification and segregation of incompatible hazardous waste or product <br /> -that hazardous waste management and emergency response training covers the following topics, as applicable, <br /> within 180 days of hire and refreshed annually: 1)procedures for using, inspecting, repairing and replacing facility <br /> emergency and monitoring equipment, 2)key parameters for automatic waste feed cut-off systems, 3)response to <br /> groundwater contamination incidents, and 6)shutdown of operations <br /> -that general awareness training for all personnel covers the following required topics every 24 months: 1) <br /> description of the facility, 2)overview of facility operations subject to hazardous waste control law and regulation, <br /> and 3)security and safety considerations related to hazardous waste <br /> -that function-specific job training for all personnel involved with hazardous waste management activities covers the <br /> following required topic every 24 months: overview of hazardous waste control law and regulation and site-specific <br /> procedures applicable to employee job tasks and functions. <br /> -that training for personnel engaged in hazardous waste shipping covers the following required topic triennially: <br /> training commensurate with their responsibilities to meet the requirements of Title 49 Code of Federal Regulations§ <br /> 172.704. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66265.16 Personnel Training <br /> CORRECTIVE ACTION: Immediately train all employees who work with hazardous waste in compliance with the <br /> time frames and training materials required by this section. Provide training documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days.
