Pretreatment Industrial Users <br />General Permit Conditions Page <br />2 of 14 <br />outside of permitted limitations. This shall be accomplished with an automated shut off �? <br />system that includes audio/visual alarms to alert personnel of the alarm condition. <br />5. If Lower Explosive Limit (LEL) monitoring is required by this permit, permittee shall ensure <br />that the discharge of all flow to the sanitary sewer shall automatically and immediately <br />cease upon the occurrence of a lower explosive limit meter reading equal to or greater <br />than 10%. This shall be accomplished with an automated shut off system that includes <br />audio/visual alarms to alert personnel of the alarm condition. Permittee shall sample for <br />all self-monitoring constituents immediately following a lower explosive limit reading equal <br />to or greater than 10%. These samples shall be in addition to regularly scheduled <br />selfmonitoring samples. Permittee shall notify the City of Stockton Environmental Control <br />section immediately of the alarm condition and prior to resuming discharge to the sanitary <br />sewer. <br />7, Permittee shaft not tamper, obstruct, disconnect, or bypass any monitoring equipment <br />used for determining compliance with any condition contained within this permit. The <br />permittee must report to the Environmental Control Section within 24 hours of becoming <br />aware of any interruption or malfunction to monitoring equipment required by this permit. <br />8. In the event a required flow measuring or sampling device is found to be inoperative or <br />providing unreliable information, as determined by authorized City of Stockton personnel, <br />maximum quantities for parameters being measured may be used unless a previously <br />negotiated amount can be verified by production statistics and water usage until such time <br />as the equipment is restored to proper working order to the satisfaction of the Department <br />of Municipal Utilities. <br />9. Bypassing of pretreatment facilities at any time is strictly prohibited without the express <br />written consent of an authorized City of Stockton representative in advance. The permittee <br />shall not completely or partially bypass any waste stream around any pretreatment or <br />monitoring equipment, or transfer and mix any waste into the effluent or effluent holding <br />tanks, nor shall the permittee add potable or process water, or in any way attempt to dilute <br />as partial or complete substitute for adequate treatment to achieve compliance with <br />limitations contained within this permit. <br />10. Any breakdown or interruption of pretreatment, or any accidental discharge to the City of <br />Stockton storm or sanitary system must be reported immediately. Non -reporting of spills, <br />slug discharges or permit violations will be cause for administrative enforcement actions, <br />up to, and including, possible revocation of this permit. <br />11. The permittee small furnish to the Municipal Utilities Department, within a reasonable time, <br />not to exceed 30 calendar days unless a written time extension is approved by the <br />Municipal Utilities Department, any relevant information which the department may <br />request to determine whether cause exists for modifying, revoking, reissuing, or <br />terminating this permit, or to determine compliance with this permit. The permittee shall <br />also furnish to the Municipal Utilities Department, upon request, copies of any records <br />required to be kept by this permit. <br />
