A copy of the letter must also be immediately forwarded to the City. C. Any new or succeeding owner shall also comply with the terms and conditions of the existing permit until a new permit can be issued, not to exceed a total permit duration of 5 years. 38. Duration: a. Permits shall be issued for a specified time period, not to exceed 5 years, A permit may be issued for a period less than 5 years and may be specified to expire on a specific date. b. If the permittee wishes to continue an activity regulated by this permit, the permittee must submit an application for a new permit at least 90 calendar days prior to the expiration date of this permit. If a 5 -year permit is not renewed prior to expiration, that permit shall no longer be valid and shall be automatically terminated. C. An expired permit of less than 5 years in duration will continue to be effective and enforceable as long as the following conditions apply: 1. The permittee has submitted a completed permit application at least 90 calendar days prior to the expiration date of the existing permit. 2. The failure to reissue the permit, prior to the expiration of the previous permit, is not due to any act on the part of the permittee. 3. The total permit duration does not exceed 5 years. d. An expired permit cannot be extended past the 5 -year expiration date under any circumstances and if not renewed prior to the 5 -year expiration, will automatically terminate. 39. Permittee shall, if necessary, provide, maintain, and operate a pretreatment system capable of meeting all applicable limitations and permit requirements. Permittee shall insure that all pretreatment equipment is in proper working condition at all times. A pretreatment system maintenance schedule and all maintenance records for pretreatment equipment shall be kept and be made available to the City upon request. The City may require that when necessary for the safe and proper operation of pretreatment equipment that the permittee shall provide all necessary training and education to permittee's pretreatment plant operators. At a minimum, educational training shall include: a. General principles of pretreatment equipment operation. b. Basic understanding of the mathematics relating to pretreatment equipment. C. Understanding of basic sampling on monitoring techniques. d. Basic knowledge of the regulations and limits governing the regulations for wastestream type being discharged.
