Pretreatment Industrial Users <br />General Permit Conditions Page <br />12 of 14 <br />a letter sent certified mail of the requirement to obtain a new Wastewater Discharge <br />Permit. A copy of the letter must also be immediately forwarded to the City. <br />C. Any new or succeeding owner shall also comply with the terms and conditions of <br />the existing permit until a new permit can be issued, not to exceed a total permit <br />duration of 5 years. <br />38. Duration: <br />a. Permits shall be issued for a specified time period, not to exceed 5 years, A permit <br />may be issued for a period less than 5 years and may be specified to expire on a <br />specific date. <br />b. If the permittee wishes to continue an activity regulated by this permit, the permittee <br />must submit an application for a new permit at least 90 calendar days prior to the <br />expiration date of this permit. If a 5 -year permit is not renewed prior to expiration, <br />that permit shall no longer be valid and shall be automatically terminated. <br />C. An expired permit of less than 5 years in duration will continue to be effective and <br />enforceable as long as the following conditions apply: <br />1. The permittee has submitted a completed permit application at least 90 <br />calendar days prior to the expiration date of the existing permit. <br />2. The failure to reissue the permit, prior to the expiration of the previous <br />permit, is not due to any act on the part of the permittee. <br />3. The total permit duration does not exceed 5 years. <br />d. An expired permit cannot be extended past the 5 -year expiration date under any <br />circumstances and if not renewed prior to the 5 -year expiration, will automatically <br />terminate. <br />39. Permittee shall, if necessary, provide, maintain, and operate a pretreatment system <br />capable of meeting all applicable limitations and permit requirements. Permittee shall <br />insure that all pretreatment equipment is in proper working condition at all times. A <br />pretreatment system maintenance schedule and all maintenance records for pretreatment <br />equipment shall be kept and be made available to the City upon request. The City may <br />require that when necessary for the safe and proper operation of pretreatment equipment <br />that the permittee shall provide all necessary training and education to permittee's <br />pretreatment plant operators. At a minimum, educational training shall include: <br />a. General principles of pretreatment equipment operation. <br />b. Basic understanding of the mathematics relating to pretreatment equipment. <br />C. Understanding of basic sampling on monitoring techniques. <br />d. Basic knowledge of the regulations and limits governing the regulations for <br />wastestream type being discharged. <br />
