If the regulations require
something to be in a tank assessment then it needs to be in the tank assessment. I've attached copies of the emails you
sent after our phone calls. If the below items were not required then I would not have written a violation for them. I've
included my comments below. Beside the items below we agreed that it was ok for the tank assessment to be
completed this month after the coating was installed on the berm.
-PE Statement is missing "be" in "...to be the best of..." (I don't remember if we discussed this. It was not
included in the attached emails. PE certification statement needs to be exactly as written in the
regulations. One word "be" is missing)
-Capacity of secondary containment (In the email Re:Extension.... you confirmed that I asked you to include
the capacity of the secondary containment and that it would hold 100% of the largest tank (1500 gallons)
-Seismic calculations (I agreed that seismic calculations could be based upon the year of installation and the
code at that time and not brought up to current code unless required by the PE)
-Wall thickness determination method (This is not included in the emails but I believe we did discuss
this. Report just needs to say how the wall thickness was determined (ruler, utg, etc.)
-Tank tightness test results (This was also not in the emails but I believe we discussed this as well. Tank
tightness test results are required to be included. It can be the test results from when the tank was installed. I
believe you said you would get those from Metal Finishing Solutions and include it in the assessment. I believe
I also said a simple hydrostatic test would work for this as well.)
-Piping diameter (Do not remember if we discussed this. Just need the diameter of the PVC piping included)
-Description of pumps (Not sure if we discussed this either. Just need a basic description of the pump)
If you have any questions please let me know. Code sections for tank assessments are CCR 67450.3(c)(9)(F) & CCR
66265.192.
Best Regards,
Lydia Baker
Senior Registered Environmental Health Specialist
San Joaquin County
Environmental Health Department
