SAN J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GRIN INVESTMENTS INC DBA:ARCO AM/PM 6009 N EL DORADO ST, STOCKTON November 10, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION: Liquid was found in the 87 and diesel fill sumps <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: The service technician removed approximately 0.5 gallon of liquid from the 87 fill sump <br /> and 0.1 gallon of liquid from the diesel fill sump, and returned the sensor to its proper location. Immediately contact <br /> a properly licensed,trained, and certified contractor to address the water intrusion into the 87 and 91 fill sumps <br /> under permit and inspection of the EHD. <br /> This is a repeat violation, Class II. <br /> 309 CCR 2666(b)(2), 2636(f)(1) Failure to have continuous monitoring that activates audible-visual alarm or stops flow at <br /> dispenser. <br /> OBSERVATION: The facility had an L13(Dispenser 9-10)low liquid level alarm go off on December 15, 2020 and <br /> December 18, 2020. The facility called Elite IV on December 15, 2020 and December 19, 2020 to correct the <br /> sensor. Elite IV responded to the facility on March 31, 2020 and placed the brine sensor in the proper position. <br /> REGULATION GUIDANCE: Per Title 23 California Code of Regulations(CCR)2636: <br /> (f) Underground piping with secondary containment, including under-dispenser piping with secondary containment, <br /> shall be equipped and monitored with monitoring systems as follows: <br /> (1)All secondary containment, including under-dispenser containment, and under-dispenser spill control or <br /> containment systems shall be equipped with a continuous monitoring system that either activates an audible and <br /> visual alarm or stops the flow of product at the dispenser when it detects a leak. <br /> CORRECTIVE ACTION: Submit a corrective action statement to the EHD showing that the facility will ensure <br /> sensors are in correct working order to ensure continuous monitoring of the system. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by December 10, 2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
