Management Approval and Certification Management Approval MANAGEMENT APPROVAL: In accordance with 40 Code of Federal Regulations Part 112 (40 CFR 112), this SPCC Plan is fully approved by the management of Northern California Youth Correctional Center, which commits the manpower, equipment, and materials necessary to fully implement this plan. Management has approved this Plan and is fully prepared to commit the necessary resources to implement this plan. I have reviewed and approve this SPCC Plan for the Northern California Youth Correctional Center. I also certify under penalty of law that I have personally examined and am familiar with the information submitted (included) for the applicability of the Substantial Harm Criteria Analysis, and that based on my inquiry of those individuals responsible for obtaining this information, I believe that the submitted (included) information is true, accurate and complete. CERTIFICATION: By means of this certification, I hereby attest to the following: that I am familiar with the requirements of 40 CFR Part 112; that my agent has visited and examined the facility; that the Plan has been prepared in accordance with good engineering practice, including consideration of applicable industry standards, and with the requirements of 40 CFR Part 112; that procedures for required inspections and testing have been established; and that the Plan is adequate for the facility. This certification shall in no way relieve the owner or operator of the facility of their duty to prepare and fully implement this Plan in accordance with the requirements of 40 CFR Part 112. This Plan is valid only to the extent that the facility owner or operator maintains, tests, and inspects equipment, containment, and other devices as prescribed in this Plan.
