5.2.9 Hazardous Waste Accumulation Building
There is a 1,008 square foot hazardous waste accumulation building located east of the
Maintenance and Operations area in the landscape yard. The building is a modern, steel-frame
building with sheet metal sides and roof. The floor is enclosed by a 6-inch high concrete berm and
the floor and berm are coated. Hazardous waste products accumulation on a 180/270 day basis
and waste accumulated on an annual basis from satellite accumulation points are stored in this
building. All hazardous wastes are properly packages and labeled.
5.2.10 Auto Shop
The Auto Shop is located on the east side of the facility and provides maintenance for state-owned
vehicles used at NCYCC. The vehicle maintenance garage includes storage of new motor oil and
transmission fluid for dispensing into vehicles, and a satellite accumulation area for used oil and oil
filters. Oil is stored in the garage and storage area on secondary spill containments. All bulk oil
storage containers associated with the vehicle maintenance garage are 55-gallon drums placed on
secondary containment.
There is a vehicle wash rack and associated oil/water separator (OWS) located at the south end of
the Auto Shop. The OWS is used to separate oil from the wash water as a pretreatment measure
prior to the wash water flowing to the on-site wastewater treatment plant. The OWS is not used
for spill containment. Therefore, the OWS is not considered a bulk oil storage container for this
Plan. The contents of the OWS are pumped out on "as needed basis" for off-site disposal.
The Auto Shop personnel periodically will fill the generators fuel tanks using portable 100-gallon
single-wall tank with pump. This portable diesel tank is filled at the fueling station. Tank is stored
on the vehicle located at the Auto Shop.
5.3 Security
The NCYCC facility is staffed 24 hours a day, 7 days per week by correctional personnel (sworn peace
officers). These correctional officers have the sole purpose of maintaining security and safety. There are
Officers whose duty is to patrol the facility. One Officers duties is to observe facility structures and
equipment after normal business hours for abnormalities. If abnormalities are observed, they are
reported to the Watch Commander. The Watch Commander will then notify the appropriate facility
supervisor and Fire Department if needed. Those personnel will then initiate a corrective action or
emergency response if required.
5.4 Facility Drainage
Storm water drainage from much of the operations and maintenance area is collected by drop inlets in
the street gutters, which discharge into the wet well. The Storm pumps discharge into the canal which
leads to the holding pond located at the southeast corner of the facility property. The pond is emptied
by electric pump to a drainage ditch located across the road. The SPCC Site Layout and storm water
drainage drawing is located in Appendix B.
Page 112
