6.8 Liquid Level Sensors
The ASTs listed on Table 1 have the following liquid level sensors:
Direct Reading Gauges:
• Fueling Station —gasoline and diesel ASTs
• Central Main Generator—generator AST
• Central Kitchen Generator—generator AST
• Delta Room Generator—generator AST
• O.H. Close Unit 1 Generator—generator AST
• O.H. Close Unit 4 Generator—generator AST
• O.H. Close Education Generator—generator AST
• Used Oil Tank
The tanks at the Vehicle Fueling Station and Central Main Emergency Generator are filled manually by a
contract vendor who connects a hose directly from the delivery truck to unload fuel. The tank truck
operator visually observes with the use of a content gauge, when the liquid level reaches capacity the
operator disengages fuel flow to the tank.
The fuel reservoirs for the emergency generators (Central Kitchen, Delta Room, OH Close Unit 1, OH
Close Unit 2, and OH Close Education) are filled by NCYCC personnel when necessary after operation and
testing. The tanks are filled manually with a nozzle inserted directly into the tank and the individual
performing refueling visually observes when the liquid level reaches capacity, at which point the
operator disengages fuel flow to the tank.
6.9 Visible Discharges
In the event that a discharge of oil from any storage container is observed, NCYCC personnel must
promptly remove any accumulation of oil within the containment area. In the event that the oil product
is not within a containment area, NCYCC personnel will consider the event as an oil spill and follow
procedures as outlined in Section 8 of this plan.
6.10 Oil-Filled Equipment
NCYCC contains a variety of oil-filled electrical and operating equipment such as transformers. In
accordance with the SPCC regulation, these types of equipment are not subject to the requirements set
forth in Section 6 of this Plan for bulk storage containers due to the volume of oil in the equipment.
6.11 Piping
Piping from storage tanks to emergency generators are not contained to prevent discharge. All piping is
aboveground and exposed to weather. It would not be practical to supply secondary containment to
these pipes. Most of the generators are designed to automatically shut down if there is a loss of suction
in the supply line or loss of pressure in the fuel return line. In either case, the generator will shut down.
Therefore, the potential for a significant release due to failure of the piping is limited.
Page 115
