S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 1/14/2021 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> RALEYS#445 311 S LOWER SACRAMENTO RD, LODI October 20, 2020 <br /> Other Violations <br /> 3050 See below Unlisted Abandonment/Illegal Disposal/Unauthorized Treatment violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 104 CCR 66262.34(d)(2)No modified contingency plan. <br /> OBSERVATION: A complete modified contingency plan was not posted at the facility. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the <br /> telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br /> Joaquin County Environmental Health Department that the correction is complete. <br /> This is a minor violation. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained, based on the following observations: <br /> 1. On 10/20/2020, according to Carey Johnson, Receiver and the employee who is primarily responsible for placing <br /> hazardous waste into the hazardous waste storage containers, stated that she no longer had access to the scanning <br /> system previously used to determine which hazardous waste category a damaged item belonged in. On 10/21/2020, <br /> Sergio Escalera, Raley's Environmental Health&Safety Manager, stated that the scanning system was still <br /> available for employees to use, but it was under an old system within the scanner that employees would need to <br /> learn how to access. On 1/13/2021, Sergio requested that the violation be amended to note that at the time of <br /> inspection Carey Johnson was in fact properly trained on how to use the scanning system, and that the scanning <br /> system was not working due to an information technology(IT)issue.According to Sergio's return to compliance <br /> paperwork received by the EHD on 11/20/2020,the IT issue was resolved. <br /> 2. See violation 605. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train/re-train the employees.
