Initiate <br />evacuation of personnel, if appropriate. <br />• Notify appropriate state or local agencies with designated response roles if their <br />help is needed, or if material is released offsite. <br />• Provide on -scene operational control for life safety, rescue, fire control and <br />extinction, spill control and containment, and property conservation and salvage. <br />• Stop all waste -handling processes and operations in the area to prevent the <br />occurrence, recurrence, and spread of fires, explosions, and waste releases. <br />• Ensure that monitoring is performed for leaks, pressure buildup, gas generation, <br />or ruptures in valves, pipes, or other equipment. <br />• Ensure that recovered wastes, contaminated soil, or run-off water (from <br />firefighting, sprinkler systems, broken water lines, etc.) are treated, stored, or <br />disposed of in accordance with all applicable regulations. <br />• Ensure that waste that is incompatible with the released waste is not handled in <br />the area of the release until cleanup is complete. Authority may be delegated to <br />the ES&H Team Environmental Analyst during normal working hours or the EDO <br />during off -hours. <br />• Ensure that all emergency equipment is cleaned and restocked before operations <br />are resumed. Authority may be delegated to the WAA Coordinator. <br />2.3 WAA Operator <br />An operator who is trained and responsible for day-to-day management of wastes in a <br />WAA and for handling small incidents is assigned to each WAA. The WAA Operators <br />are listed in each Site-specific Plan. In the event of a small incident, the WAA Operator <br />shall: <br />• Notify the WAA Coordinator of the incident. <br />• Assess conditions and make an initial evaluation. <br />• Safeguard personnel and visitors in the area of the WAA. <br />• Coordinate all response activities and measures. <br />• Commit and direct the resources needed to mitigate the incident. <br />During a large incident, the WAA Operator shall: <br />• Immediately contact the Fire Department Dispatch by dialing extension 911 or <br />use call sign "MIKE" if using a handheld radio to contact the CAS Operator. <br />• Request the support of the ES&H Team Environmental Analyst during normal <br />working hours, or the EDO during off -hours. <br />• Ensure that the Site 300 ES&H Team Deputy Leader and Health &Safety (H&S) <br />Technician are notified of the incident. <br />3300 WAA Contingency Plan 8 August 2018 <br />
