The issuance of a permit to <br />operate a small public water system by the local primacy agency (EHD) is prohibited without the <br />concurrence of the Water Board. To issue a permit to operate, concurrence from the Water Board is <br />required. A yearly permit to operate a public water system will be required by the EHD prior to sign <br />off of the certificate of final occupancy (San Joaquin County Development Title, Section 9-1120.2 <br />and 9-1115.9.). <br />The supplier must possess adequate financial, managerial, and technical capability to assure <br />delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br />Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br />Code, Section 116525 116570. <br />6. All compostable materials handling activities shall obtain a compostable Materials Handling Facility <br />Permit pursuant to the requirements of Title 27, California Code of Regulations, Division 2, <br />Subdivision 1, Chapter 4, Subchapter 1 and Subchapter 3, Articles 1,2,3, and 3.1 (commencing with <br />section 21450) prior to commencing operations. <br />7. All compostable material handling operations and facilities shall prepare, implement and maintain a <br />site-specific odor impact minimization plan. A complete Report of Facility Information document with <br />an Odor Management Impact Plan shall be submitted 150 days prior commencing operation <br />(California Code of Regulation Chapter 14, Section 17863.4) Applicant shall contact Robert <br />McClellon at 209-468-0332 for more information. <br />8. The applicant shall contact San Joaquin Valley Air Pollution District and Regional Water Quality <br />Control Board (Region 5) for permitting requirements prior to commencing operation. The waste coming from <br />Elder Creek Transfer Station is comingled green waste off residential wastes. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental <br />Health Department (San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). <br />11. Before any hazardous materials/waste can be stored or used onsite, the owner/operator must report <br />the use or storage of these hazardous materials to the California Environmental Reporting System <br />(CERS) at cers.calepa.ca.gov/ and comply with the laws and regulations for the programs listed <br />below (based on quantity of hazardous material in some cases).
