05 January 2018 Adv+ancedGeo
AGE Project No. 14-3154 Fnvironmenta I
yards of compacted soil mixed with glass waste and debris into tons. The Forward Landfill
waste manifests documented a total of 3,567 tons of waste glass, minor garbage and
cover soils disposed. The landfill weight measurement is the most accurate
representation (weight) of the waste removed. Converting the measured cubic yards
(2,200 cubic yards) of the excavated areas into tons will only be an estimate. And as
stated above, since the materials excavated/removed were a mixture of soil, glass waste,
and debris that were compacted there is no exact conversion factor to use. Based on the
range of conversion factors listed (1.1 to 1.5), 2,200 cubic yards can be converted into
2,420 to 3,330 tons. However, this is just an estimate. The total tons measured at the
landfill scale, is a more accurate representation of actual weight of the waste removed.
The Forward Landfill waste manifests documented a total of 3,567 tons of waste glass,
minor garbage and cover soils, which were disposed at a regional landfill (August [S-1 to
S-23] in December 2015 [EXSP-1 to EXSP-6] disposal dates).
The CVRWQCB collected samples of the waste and soil samples along the western
property boundary, directly east of the Waste Cells (at locations which represent the end
of presumed waste on the adjacent Cogen property). Additionally, two soil samples were
collected from the sidewalls or floor of the excavation by the CVRWQCB sampling. The
following is a list of the sample identification, type of sample and TEQ concentration:
• Sample 701 — white waste glass north waste cell, west wall with a detection of
22.119 pg/g.
• Sample 702 — native soil from the base of the north waste cell, west wall with a
detection of 0.02184 pg/g.
• Sample 703 — red-burgundy waste glass, south waste cell, west wall with a
detection of 75.458 pg/g.
• Sample 704 — orange, grey, white waste glass north waste cell, west wall with a
detection of 23.96 pg/g.
• Sample 705 — native soil with an orange discoloration, from the west end of south
waste cell south wall with a detection of 19.085 pg/g.
AGE had already removed the waste located in the South Waste Cell at the time the
CVRWQCB collected their samples. Dioxin and furan were detected at a maximum
concentration of 75.458 pg/g in waste Sample 703 collected by the CVRWQCB.
4.0. SCOPE OF WORK
Based on data collected during previous investigations and excavations within and
surrounding the former waste cell areas at the western edge of the site (North and South
Waste Cells), the CVRWQCB has directed additional soil samples (confirmation) be
collected beneath the interface of the imported fill in the remediated areas to evaluate the
