SB 14 Waste Minimization Plan <br /> DTE Stockton, LLC April 2018 <br /> 1.0 INTRODUCTION <br /> The Hazardous Waste Source Reduction and Management Review Act(also known as Senate Bill <br /> 14)was passed in 1989 to add source reduction planning and reporting requirements for hazardous <br /> waste generators. The Act could be found in the California Health and Safety Code (HSC), <br /> Division 20,Chapter 6.5,Article 11.9. In 2012, SB 1018 was passed and the article is now referred <br /> to as the Pollution Prevention and Hazardous Waste Source Reduction and Management Review <br /> Act. The intent was to promote the reduction in the generation of hazardous wastes. <br /> The Department of Toxic Substances Control (DTSC) initially adopted regulations to carry <br /> forward the intent and mandate of SB 14 by requiring generators to prepare and submit documents <br /> to the DTSC. Later, SB 14 was amended to change the reporting requirements for businesses (See <br /> HSC §25244.21(a)). The law no longer requires generators to submit documents to DTSC. <br /> However, generators must continue to prepare and maintain these documents onsite, and make <br /> them available to DTSC or the Certified Unified Program Agency(CUPA)upon request. <br /> 1.1 Purpose and Applicability <br /> The overall purpose of SB 14 is to require hazardous waste generators to seriously consider source <br /> reduction as the preferred method of managing hazardous waste. Source reduction is preferable <br /> over recycling and treatment options because source reduction decreases hazardous waste <br /> generation at the beginning of the process, and minimizes waste disposal costs and management <br /> liability. Source reduction also provides for the protection for public health and the environment <br /> by reducing the inventory of hazardous chemicals stored onsite and handled in a process. <br /> Specifically, SB 14 applies to a facility that routinely generates, through ongoing processes and <br /> operations,more than 12,000 kilograms(26,400 pounds, 13.2 tons, or 3,100 gallons)of hazardous <br /> waste in a reporting (calendar) year, or more than 12 kilograms (26.4 pounds) of extremely <br /> hazardous waste. <br /> 1.2 Waste Minimization Plan Organization <br /> Compliance with SB 14 requires the preparation and implementation of three documents: <br /> (1) Source Reduction Evaluation Review and Plan(Plan); <br /> (2) Hazardous Waste Management Performance Report(Performance Report); and <br /> (3) The Summary Progress Report(SPR). <br /> Since 2017 will be the baseline year for DTE Stockton, all three documents will be included in one <br /> "SB 14 Waste Minimization Plan" as separate chapters. <br /> The Plan is a forward looking document intended to estimate the quantity of hazardous waste <br /> generated, evaluate potential source reduction options, include a timetable for implementing <br /> preferred source reduction measures, and set forth a four-year numerical goal.
