SB 14 Waste Minimization Plan <br /> DTE Stockton, LLC April 2018 <br /> 4 <br /> 5 <br /> 2.3 Major Waste Stream <br /> The Plan is required to address source reduction for the major waste stream generated by the facility, <br /> not every individual waste stream. Major waste streams are wastes that account for more than 5% of <br /> the facility's total hazardous waste generation. As a result, the major waste stream identified in this <br /> Plan is fly ash and bottom ash, which accounts for considerably more than 5% of the facility's total <br /> hazardous waste generation. <br /> De minimis waste streams generated by the facility include lubricating oils, aerosol paints, oil <br /> filters and oily rags. <br /> 2.4 Waste Quantification <br /> The DTE Stockton, LLC facility uses biomass as fuel to generate steam for electric generation. <br /> The waste products from this operation are fly ash and bottom ash. The facility transports <br /> hazardous waste under Generator ID number CAD000359102. In 2017, the facility disposed of <br /> 23,958 tons of hazardous waste;23,898 tons as fly ash,bottom ash and retort ash(California waste <br /> code 571). The facility processed 245,196 tons of biomass fuel and disposed of 23,958 tons of <br /> biomass ash as hazardous waste. <br /> The quantification information was derived from the manifests submitted to DTSC in 2017 and <br /> uploaded to their hazardous waste tracking database, and the facility records. The DTSC <br /> Hazardous Waste Tracking System (HWTS) generates reports on hazardous waste shipments for <br /> generators,transporters,and Treatment, Storage and Disposal Facilities(TSDFs). The information <br /> is subject to limitations based on the manifests submitted to DTSC, and the information populated <br /> on each manifest. The generator must always send a legible copy of the manifest to DTSC if the <br /> waste is generated in California, generated out of state but received by a permitted facility in <br /> California, or is imported to or exported from California within 30 days of the shipment date. <br /> (DTSC Generator Manifests, P.O.
