2. FACILITY INFORMATION
.................................................................................................................................................................................
2.1 . GENERAL SITE INFORMATION
Site Name: DTE Stockton,LLC.
Address: 2526 W.Was in ton St.
Stockton,CA 95203
Telephone: (209) 320-3700
EPA ID: CAD000359102
SIC: 4911
Length of Time: Facility operating for approximately 30 years; 6 years using woody biomass as fuel
Employees: 34
Description: Biomass power plant
2.2. FACILITY DESCRIPTION
DTE Stockton is a power plant using woody biomass as fuel. The raw materials used for this process are
comprised of waste wood from sawmills, forest thinning produced in fire prevention, agricultural orchard
removals, and urban wood waste.Woody biomass arrives via truck and is transported via truck tippers,
conveyors, stackers, and reclaimers. The materials are reduced and screened to a consistent size to improve
combustion. The biomass fuel is then dropped into a silo for combustion on the boiler.T e co ustion o
io ass uel eats u ater to es to create stea which drives a steam turbine producing electricity. reen
ener o er is sent to t e ri .
2.3. WASTE GENERATING ACTIVITIES
As seen in Figure 4 in Appendix A,DTE Stockton's two (2)major waste streams are generated by the process of
combustion of woody biomass in the boiler. Although there are multiple hazardous waste streams which are not
considered major waste streams, nearly all of this waste can be attributed to routine maintenance at the facility.
There are two (2) major waste streams that require source reduction evaluation-bed ash and fly ash. The
following is a general description of the manufacturing process and the waste streams that are generated.
2.3.1. Routine Maintenance
Truck tippers, conveyors, and stackers are used to transport woody biomass to the boiler for combustion, all
requiring oil to operate.Spilled hydraulic and lubricating oils are collected with rags, which are contained and
disposed of.Used oil can also be used as reclaimed oil for the reclaimer. The quantity of oily rags and debris
hazardous waste is function of operating the truck tippers, conveyors, stackers used to transport woody biomass
to the boiler for combustion,as well as the maintenance that is required for the equipment to operate correctly.
Indirectly, increased or decreased business volume would affect this waste generation as well. Additional
cleaning processes at DTE Stockton are necessary and critical to the health and safety of the manufacturing
process.
DTE Stockton, LLC I SB 14 Source Reduction Evaluation and Review
Trinity Consultants 2-1
