DESCRIPTION OF MAJOR WASTE STEAMS
As shown on Table 1 in Appendix B,this site location generated approximately 4289 tons of Category B
hazardous waste in the Reporting Year, which includes waste description, applicable California Waste Codes,
and total amount generated. This waste was generated through two processes, both occurring in the boiler
when woody biomass goes through the combustion process and produces bed ash and fly ash.A block flow
diagram for this process can be found in Figure 4 in Appendix A. The following are general descriptions of each
of the major waste streams for this SB 14 Plan:
3.3.1. Bed Ash (CWC #571)
Bed Ash hazardous waste is produced by the combustion of woody biomass. In 2018,DTE Stockton generated
approximately 6272 tons of hazardous bed ash.DTE Stockton Ash Management Plan dictates the procedure&
frequency of ash analysis.Resulting data is then compared to thresholds for lead, arsenic, and pH.Depending on
the analysis and its'relationship to such thresholds, some bed ash may be reused in the combustion process. The
amount of bed ash generated in the combustion process is heavily influenced by the quality of woody biomass.
Screening biomass for metal impurities such as nails assists with lowering the amount of bed ash that is hauled
off-site as hazardous waste.
3.3.2. Fly Ash (CWC #571)
Like bed ash,fly ash hazardous waste is produced by the combustion of woody biomass. In 2018,DTE Stockton
generated approximately 1769 tons of hazardous fly ash.DTE Stockton's Ash Management Plan dictates the
procedure&frequency of bed ash analysis.Resulting data is then compared to thresholds for lead, arsenic, and
pH.Depending on the analysis and its'relationship to such thresholds, some fly ash may be considered not
hazardous, contributing to the reduction of hazardous waste from the facility. The amount of bed ash generated
in the combustion process is heavily influenced by the quality of woody biomass, and thus, can be improved by
better screening of the fuel material for size and impurities.
3.4. ADDITIONAL CONSIDERATIONS
)P, When determining applicability of SB 14,the weight of all aqueous"hazardous"waste streams before
pretreatment and discharge to a sewer must be included in the calculation.
i When determining the applicability of SB 14,hazardous waste streams must be evaluated separately from
extremely hazardous waste streams when comparing these waste streams to their respective applicability
thresholds. If a generator is above the 12,000 kg threshold for hazardous waste, and above the 12 kg
DTE Stockton, LLC I SB 14 Source Reduction Evaluation and Review Trinity
Consultants 3-2
