Under the California Porter-Cologne Water Quality <br /> Control Act, discharges to all waters of the State, including all wetlands and other <br /> waters of the State including, but not limited to, isolated wetlands, are subject to <br /> State regulation. Small temporary construction <br /> dewatering projects are projects that discharge groundwater to land from excavation <br /> activities or dewatering of underground utility vaults.
