Hammer Lane, Stockton, California <br /> Dear Mr. Swem, <br /> At your request, Geosyntec Consultants, Inc. (Geosyntec) is providing the enclosed evaluation of <br /> steel fabrication wastes from the Herrick Corporation (Herrick) Stockton Steel facility at 3003 E. <br /> Hammer Lane in Stockton, CA. Geosyntec has based this evaluation on phone conversations and <br /> related technical information received from Herrick on September 25, 2020. <br /> PROJECT UNDERSTANDING <br /> Geosyntec understands that Herrick's waste management contractor has previously tested the <br /> wastes from the Stockton Steel facility to assess compliance with Title 22 California Code of <br /> Regulations (22 CCR) Section (§) 66266.21, and California Health and Safety Code § 25143.2. <br /> We understand that the previous test results support classification of the wastes as excluded <br /> recyclable material (ERM) that is planned for use in Portland cement manufacturing. However, <br /> given the time constraints of this request, Geosyntec has not conducted a detailed review of the <br /> analytical data. <br /> This evaluation is focused solely on the suitability of the wastes as raw material for use in Portland <br /> cement manufacturing, in compliance with pertinent industry standards for Portland cement <br /> manufacturing (e.g., standards issued by ASTM International [ASTM],the American Association <br /> of State Highway and Transportation Officials [AASHTO], the American National Standards <br /> Institute [ANSI], the Uniform Building Code [UBC]).
