Silva Director of Public Works City of Tracy Post Office Box 1029 Tracy, CA 95376 VIOLATION OF BOARD ORDER NO. 76-155, AND SUBCHAPTER 15, CORRALL HOLLOW LANDFILL, TRACY, SAN JOAQUIN COUNTY Enclosed is the report on an inspection by Board staff of the subject facility. The inspection, and our files, revealed various violations of Board Order No. 76-155. These violations include lack of a ground water monitoring system, no report submitted when 75 percent capacity was reached, and no monitoring reports submitted since 1978. In a related matter, we have received no plan in response to our letter of 3 April 1985 requesting a plan for a ground water monitoring program according to Title 23, Chapter 3, Subchapter 15. We did receive a time schedule for the investigation, in which we were to receive a draft plan for comment prior to implementation of the plan. We did not receive a draft plan, and we were not able to comment. Some preliminary work has been done without our comment or approval, and therefore may or may not be acceptable. Subchapter 15 also prohibits the disposal of sewage sludge at a facility not equipped with a leachate collection system. In order to come into compliance with the Board Order and Subchapter 15, the City of Tracy must do the following: 1. Immediately post a copy of the requirements at the site. 2. Immediately submit all quarterly monitoring reports since January 1978, and continue to submit reports quarterly henceforth. 3. Within 30 days of the date of this letter, submit the report requested by our letter of 3 April 1985.
