Box 1029 <br /> Tracy, CA 95376 <br /> Subject: Report of inspection: City ®f Tracy Landfill = San <br /> Joaqui County <br /> 39-AA-05 <br /> Government Code Section 66796.38 requires the California Waste <br /> Management Board (Board) to conduct inspections of solid waste <br /> facilities for the purpose of evaluating compliance with the <br /> State Standards for Solid Waste Handling and Disposal (Title 14. <br /> California Administrative Code, Division 7 Chapter 3, commencing <br /> with section 17200). Under this program, each facility will be <br /> inspected at least three separate times. As you are aware by <br /> now, staff has already conducted one of these inspections at <br /> the subject facility. The date of that inspection was December <br /> 23, 1986. A report resulting from the recent inspection is <br /> enclosed. If photographs are referred to in the inspection <br /> report, copies will be obtainable upon written request. <br /> The goal of our inspection program is to verify compliance with <br /> each of the State Minimum Standards, not merely to find <br /> violation (s) of these standards. In order to achieve this we <br /> will , as I stated above, be inspecting each facility at least <br /> three times. This will provide the following advantages over the <br /> previous inspection techniques: <br /> * The program will provide greater fairness to operators of <br /> facilities by reducing the possibility that one operator <br /> Will be inspected under adverse conditions and <br /> another under favorable conditions. <br /> * The program will allow for evaluation of conditions, which <br /> show seasonal variations such as effectiveness of leachate <br /> control systems, vectors, dust, etc. <br /> * The prograrl will provide a track record of compliance <br /> which will be used in evaluating standards for which a <br /> single violation may not be sufficient reason to place the <br /> facility on the State List of Non-Complying Facilities <br /> when the facility is generally in compliance with that <br /> standard, i.e., the daily cover standard. <br />
