-4 - <br />accurately reflect the comparative volumes disposed of at the site <br />for the previous fiscal year by the CITY and the COUNTY through <br />their departments and franchisees. <br />9. It is the intent of CITY and COUNTY that CITY and COUNTY <br />shall recover Landfill costs through charges to users of the <br />'Landfill. Excess revenues shall be carried forward to cover <br />operating costs of future years. Any b2erating deficit shall be <br />paid from previous years balance. In the event the balance is <br />insufficient to cover deficits, the deficit shall be assessed <br />equally against CITY and COUNTY. Said assessment shall be con- <br />sidered a loan to Landfill to be repaid from proceeds of Landfill <br />charges in subsequent years operations. <br />10. On or about March 1 every year, CITY shall submit to <br />COUNTY a proposed budget for the ensuing fiscal year commencing <br />the following July 1 and expiring on June 30. Within 60 days <br />after submission of said budget; COUNTY shall notify CITY of its <br />decision on said budget. <br />11. On or, about `August 1 every -year,, CITY shall submit to <br />COUNTY a statement of the costs of operations of the Landfill for <br />the previous fiscal year period commencing on July 1 to June 30, <br />inclusive. The costs of operations for the annual period shall <br />include all actual expenditures in the operation and Management <br />of said Landfill, including fifteen percent (15%) of actual <br />expenditures to cover overhead expended in said activity, less <br />revenue derived from fees charged the public and sales of salvaged <br />materials to arrive at a net operating cost.
