Box 1810
Stockton, CA 35201
COMPLIANCE INSPECTION - CORRAL HOLLOW, SAN JOAQUIN COUNTY
On 19 April 1988, I performed a compliance inspection of Corral Hollow Landfill
(see attached Inspection Report) . While there, two illegal discharges were
observed. These discharges were in violation of Section 2520(c) of Subchapter 15,
which states, "Dischargers shall be responsible for accurate characterization of
wastes, including determinations of whether or not wastes will be compatible with
containment features and other wastes at a waste management unit under Subsection
(b) of this section, and whether or not wastes are required to be managed as
hazardous wastes under Section 66300 of Title 22 of this Code".
I have attached a list of typical preclassified 'nonhazardous solid ' and ' inert
wastes' acceptable at a Class III landfill , such as Corral Hollow. Any waste
which does not appear on this list must be approved on a case-by-case basis prior
to disposal in the landfill .
To prevent illegal discharges from occurring, a periodic load-checking program, as
required by Section 2523(b.2) of Subchapter 15, is needed. We request you develop
a time line for drafting and implementing a load-checking program. Please send us
the time line on or before 15 June 1988.
If you require any additional information, please contact me at (916) 361-5736.
MICHAEL .
