AM, <br />The California Administrative Code Title 23 Waters, Chapter 3, <br />Subchapter 15, Section 2523.b. requires that a periodic load <br />checking program, approved by the Department of Health Services <br />and the Regional Water Quality Control Board be developed for <br />Class III landfills to ensure that hazardous materials or liquids <br />are not discharged at these sites. San Joaquin County <br />(hereinafter "County") and are City of Tracy (hereinafter "City") <br />owners of the Corral Hollow Sanitary Landfill which operates <br />under permit # 39 -AA -005 issued by the San Joaquin Local Health <br />District and Waste Discharge Requirement Order Number 76-155, <br />issued by the State of California Regional Water Quality Control <br />Board, Central Valley Region. The County and City Public Works <br />Departments have developed the program described herein for <br />purposes of discovering and controlling attempts to place <br />significant amounts of hazardous or other prohibited wastes in <br />the Corral Hollow Sanitary Landfill. <br />
