AM,
The California Administrative Code Title 23 Waters, Chapter 3,
Subchapter 15, Section 2523.b. requires that a periodic load
checking program, approved by the Department of Health Services
and the Regional Water Quality Control Board be developed for
Class III landfills to ensure that hazardous materials or liquids
are not discharged at these sites. San Joaquin County
(hereinafter "County") and are City of Tracy (hereinafter "City")
owners of the Corral Hollow Sanitary Landfill which operates
under permit # 39 -AA -005 issued by the San Joaquin Local Health
District and Waste Discharge Requirement Order Number 76-155,
issued by the State of California Regional Water Quality Control
Board, Central Valley Region. The County and City Public Works
Departments have developed the program described herein for
purposes of discovering and controlling attempts to place
significant amounts of hazardous or other prohibited wastes in
the Corral Hollow Sanitary Landfill.
