If the waste is a spill, or is not containerized such that <br />it may be transported, landfill workers will mark off the <br />area with traffic cones and divert unloading operations to <br />a safe area. If the foreman on duty feels that the amount <br />or type of spill endangers public health or the environ- <br />ment (or is not sure if it does), then the San Joaquin <br />County Office of Emergency Services (OES) is informed of <br />the event. OES then takes appropriate action to supervise <br />and perform spill cleanup, or designate the site foreman <br />to proceed with spill cleanup. <br />If the foreman on duty feels that the spill does not <br />endanger public health or the environment or OES instructs <br />the foreman to proceed with cleanup as stated above, then <br />the customer is contacted by the site foreman and informed <br />of the situation. Since the waste may not be transported, <br />except by a licensed hazardous waste hauler, the customer <br />is informed accordingly and that the customer will be <br />billed for the removal and disposal costs. The incident <br />is recorded in the load checker's log and the site inci- <br />dent log, and the site foreman then follows the procedures <br />listed in Section IV, "Procedures for Handling Iden . tified <br />Hazardous Waste", for performance of ultimate disposal. <br />If the customer refuses to accept responsibility for the <br />
