INTRODUCTION <br /> The California Admin4s - a ive Title 23 Waters , Chapter 3 , <br /> Subchapter 15 , Section 2523 . b. requires that a periodic load <br /> checking program, approved by the Department of Health Services <br /> and the Regional Water Quality Control Board be developed for <br /> Class III landfills to ensure that hazardous materials or liquids <br /> are not discharged at these sites. San Joaquin County <br /> (hereinafter "County" ) and are City of Tracy (hereinafter "City" ) <br /> ~- owners of the Corral Hollow Sanitary Landfill which operates <br /> under permit # 39-AA-005 issued by the San Joaquin Local Health <br /> District and Waste Discharge Requirement Order Number 76-155 , <br /> issued by the State of California Regional Water Quality Control <br /> Board, Central Valley Region.
