However, the City is uncertain of what steps they need to take in <br /> order to comply with waste discharge requirements. Since the County is <br /> responsible for engineering at the landfill , the City' s request should have been <br /> directed to you. In order to expedite your response, we have the following <br /> comments: <br /> 1. Sludge which is a ' designated' or ' hazardous waste' may not be discharged <br /> to the landfill . Determination of whether the sludge is a 'designated <br /> waste ' depends on the location of disposal and the attenuation factor that <br /> could be applied to any leachate which could reach ground water. The <br /> attenuation factor would vary with the location of disposal . We are <br /> willing to assist the County in it' s determination of 'designated waste' <br /> levels for the pollutants contained in the sludge. <br /> 2. The moisture content of the sludge must not exceed 50%. <br /> 3. If the sludge is to be used in the foundation layer of the final cover, <br /> then the County must demonstrate that the bearing capacity of the <br /> foundation layer will still be adequate to support the overlying clay cap. <br /> Also, the closure plan must show how the sludge will be incorporated into <br /> the final cover. <br /> 4. If the sludge is to be used as a soil amendment, then it must be shown to <br /> UL, &I <br /> e a beneffit to she soils into 'which it is incorporated, We will need to <br /> see data concerning nutrient content of the sludge, and how those nutrients <br /> benefit the soils. <br /> 5. We understand that the City may request temporary storage of the sludge at <br /> the Corral Hollow Landfill . If temporary storage is requested, this may be <br /> approved under the following conditions: <br /> a. The sludge must contain less than 50% moisture. <br /> b. There is no significant threat to surface and ground water. <br /> C. A definite time period for the temporary storage is specified. <br /> d. The sludge is not stored closer than 100 feet from any surface waters <br /> or drinking water wells. <br /> e. The sludge must not be comingled with other wastes. <br /> f. The sludge must be protected from rainfall/runoff. <br />
