Macaulay <br /> SUBJECT: Inspection - Tracy Landfill <br /> On 2 February 1973, l visited the Tracy Landfill in response <br /> to a complaint received by Reay Jackson of the State Air Re- <br /> sources <br /> e_sourcea Control Taoard. Site norsonnal were contacted, but in- <br /> spection was maac <br /> The Tracy Landfill it located on Corral Hollow Rand adjacent <br /> to Interstate 500, ap�o.aimat ly five r_tiilos southwest of Tracy. <br /> The complaint forwarded by i'.a:r.. Jackson was froS'i'i a passing motor- <br /> ist on the highway, and referred to burning refuse at the site. <br /> Upon arrival, a t the site I observed two arcas of they rill that <br /> were generating smoke. I immediately contacted operator Burr <br /> McCormick, who indicated that the burning material was most <br /> li%ely domestic garbage and automobile tires. Both ureas have <br /> been covered with soil , but 4 n eo%e in emanating through ,large <br /> surface cracks. Mr. McCormick said that hes has no idea how <br /> the fires started, but indicated that spontaneous' combustion <br /> or deposited refuse-burning barrels c:ou ll be possible causes. <br /> The operators cannot move in with equipment to quench or cover <br /> the fires, due to the Eget weather and corresponding unstable <br /> around conditions. Nr. McCormick said that they almost lost one <br /> of their bulldozers several wcols ago under similar weather <br /> and soil conditions. They will, attempt to stop the smoke <br /> within the next several days. <br /> The presently active portion of the landfil.l is immediately <br /> adjacent to the highway. The operators are attempting ng to fill <br /> this arca now, so that future operations will not be seen or <br /> noticed from the highway. Eight foot high screen fences are <br /> adequately containing papers that have previously scattered, <br /> across the highway, and on to surrounding property. Xos t of the <br /> garbage at the front of the fill is uncovered, partially Sze to <br /> wet soil. conditions. 11owever, only two operators are working <br /> at the site, and it is difficult to keep tap with the large <br /> amount of refuse. <br /> The site equipment consists of a D-6 and a D-8 bulldozer, two <br /> tow s.%othr.overs, and a grader. This equipment is used to cut <br /> excavations and nave soil ?over. There is no compacting equip- <br /> ment <br /> x ip- <br /> ment .cing used at present, and consequently the waste mate- <br /> rial is deposited, compacted, and covered in a relatively loose <br /> manner. Site: personnel indicated cated that existing equipment -is <br /> periodically broken down, and must be repaired frequently. <br />
