STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governv,
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD— «`•
CENTRAL VALLEY REGION
3443 ROUTIER ROAD
SACRAMENTO,CA 95827-3098
r.f
r„
Y,
Certified Mail
No. P 839 062 373
13 September 1989
Mr. Kevin Tobech
City of Tracy
520 South Tracy Boulevard
Tracy, CA 95376
GROUND AND SURFACE WATER MONITORING, TRACY SANITARY LANDFILL (CORRAL HOLLOW
LANDFILL, CASE NO. 1896)
Waste Discharge Requirements (WDRs) Order No. 89-046 was adopted in March 1989.
This Order includes Monitoring and Reporting Program No. 89-046, which prescribes
the monitoring requirements for the Corral Hollow Landfill. The Order requires
quarterly sampling, analysis, and reporting of surface and ground water. The
first quarterly report, for the months of April, May, and June, was due by 15
July 1989. Our letter to you, dated 20 June 1989, reminded you of this
requirement. No quarterly monitoring reports have been received.
Section 13267 of the California Water Code (CWC) requires Dischargers to furnish
any technical or monitoring reports the Board specifies. The monitoring reports
required under Order No. 89-046 are technical reports as defined in Section
13267. Failure to submit the monitorinn reports can lead to an Administrative
Civil liability (ACL), under Section 13268 of the CWC, for an amount not to
exceed one thousand dollars ($1,000) for every day in which the violation occurs.
We request that the monitoring report for April , May, and June be submitted to
the Board along with an explanation of why the report was delinquent. If we
receive the late monitoring report by 15 October 1989, we will not recommend that
an ACL be imposed.
Our letter, dated 20 June 1989, also asked for an answer to the question of
whether sludge disposal is still being considered at Corral Hollow Landfill .
We asked for a response to our question by 1 July 1989. This response was never
received. Therefore, no sludge disposal at Corral Hollow has been approved.
Please submit with the monitoring report, a discussion of the status of this
proposal , including a possible date for the submittal of any proposal being
considered.
