IN REPLY REFER TO <br /> SITE NO. 39-AA-005 <br /> Mr. Ed Poore <br /> City of Tracy <br /> Department of Public Works <br /> 325 E. 10th Street <br /> Tracy, CA 95376 <br /> Subject: RCRA Inspection of the C ty T :Lztndfill <br /> Dear Mr. Poore: <br /> on June 18, 1981, a Solid Waste Management Board (SWMB) evaluator <br /> performed a field evaluation of your facility as required by the <br /> federal Resource Conservation and Recovery Act (RCRA) of 1976 . <br /> At the conclusion of the evaluation, if you or your representative <br /> ware present, you were advised orally of a preliminary indication <br /> of RCRA deficiencies and criteria needing further investigation. <br /> After analysis of all available data, we are able to make the <br /> following determinations about your site as outlined below and <br /> referenced on the attached summary sheet. <br /> I. Non Compliance Criterion: <br /> A. Surface Water: The site does not comply with the <br /> surface water criterion because of the build up of <br /> litter in the ephemeral stream channel along the <br /> southeast boundary of the site . <br /> II. Indeterminate Criteria: <br /> A. Floodplain: A determination needs to be made as to <br /> whether the site is subject to flood flows, and if so, <br /> whether the fill is adequately protected against <br /> washout. <br /> B. Groundwater: The determination on this criterion is <br /> deferred until an evaluation can be made of existing <br /> around water conditions and concurrence is obtained <br /> from the State and Regional Water Quality Contr 1 <br /> Boards. /5-01 ura c. --F <br /> C.
