beishi're
environmental services, inc.
25971 Towne Centre Drive
Foothill Ranch, CA 92610
Office:(949)460-5200
Fax:(949)460-5210
www.belshire.com
February 16,2021
Subject:Designated Operator Alarm Response Procedure
Dear Mr.Valburg,
I am writing to explain the alarm response procedure taken by Belshire Environmental Services on the
Designated Operator Inspection reports for 7-Eleven site 35355 (3202 W. Hammer Lane Stockton, CA 95209)
with regard to an L13: Disp 7-8 Fuel Alarm that occurred on 8/5/2020.
In a situation where our Inspector is able to confirm an alarm has been responded to, either with a phone call
or email to a contractor, or by confirming a testing schedule, but written documentation is not yet available,
we consider the alarm in question to have been responded to appropriately, and flag the alarm in our internal
system for follow up,and attach written documentation to the next inspection.
During the DO Inspection performed by Belshire Environmental Services on 8/11/2020, the DO Inspector
found that a L13: Disp 7-8 Fuel Alarm occurred on 8/5/2020. The DO Inspector confirmed that this alarm
occurred during secondary containment testing completed by Tanknology on 8/5/2020, however written
documentation was not yet available at the time of the inspection. Tanknology's online testing database
showed that the test had been scheduled, and completed on 8/5/2020 when the alarm in question occurred.
The Designated Operator report asks: "Has each leak detection alarm since the previous inspection been
responded to appropriately? (Attach documentation verifying appropriate service to this report.)" The DO
Inspector answered this question on the 8/11/2020 DO report "Yes" as he had been able to confirm that all
alarms since the previous inspection had been responded to appropriately (triggered by the testing event).
However, because written documentation was not yet available from the contractor,we flagged this alarm for
follow up with Tanknology to make sure we obtained written documentation as soon as possible.
By the date of the next DO Inspection, documentation was available, and the DO Inspection dated 9/4/2020
includes a note and the test page dated 8/5/2020 to address the L13: Disp 7-8 fuel alarm. Please see attached
DO inspection reports dated 8/5/2020 and 9/4/2020,and feel free to reach out with any questions.
Best Regards,
Jeff Tagliareni
BELSHIRE ENVIRONMENTAL SERVICES, INC.
