Box 2009 <br /> Stockton, California 95201 <br /> Re: State Inspection City of Tracy-San Joaquin County Landfill <br /> (Corral Hollow) Facility No.39-AA-0005 <br /> Dear Mr. Valinoti: <br /> California Integrated Waste Management Board (CIWMB) staff <br /> conducted a State Inspection, in conjunction with an inspection by <br /> Mr. Oliveira of your agency, of the City of Tracy-San Joaquin <br /> County Landfill (Corral Hollow Landfill) on July 14, 1992, pursuant <br /> to Public Resources Code (PRC) , Sections 43214 and 43219 (b) . The <br /> facility was evaluated for compliance with applicable sections of <br /> the PRC and Title 14, California Code of Regulations (CCR) . <br /> Enclosed are two copies of the State Inspection Report, one for <br /> your records and one for you to forward to the site operator. <br /> The following violations of applicable State laws and regulations <br /> were documented during the inspection: <br /> 30 PRC 44002 Permit, Authorized Operator <br /> 30 PRC 44014 (b) Permit, Terms and Conditions <br /> 14 CCR 17616 Report of Disposal Site Information (RDSI) <br /> 14 CCR 18255 (a) (1) Closure Postclosure Maintenance Plans <br /> The 10/17/90 5-Year Permit Review noted that San Joaquin County is <br /> "the new operator of the landfill" and " . . . is now the only owner of <br /> the landfill. " The permit review further determined that "there is <br /> a significant change in the current design and operation of the <br /> solid waste facility" and " . . .that these significant changes of the <br /> existing permit will require a permit revision and a CEOA review. " <br /> A Stipulated Notice and Order issued by your agency on 5/28/91 <br /> required the operator to conduct a CEQA review as a part of the <br /> process for obtaining a Solid Waste Facility Permit (SWFP) . Board <br /> Facility Review staff provided comments on 4/1/92 to a proposed <br /> Negative Declaration for increased waste tonnages at the landfill. <br /> Please contact Mike Kuhn, your Permitting staff contact at 916-255- <br /> 2432 for assistance during the permitting process. <br /> Printed on Recycled Paper-- <br />
