Box 2009 PERMIT/SMILES <br />Stockton, CA 95201 <br />RE: City of Tracy Landfill, Facility No, 39 -AA -0005 <br />Facility Inspection Report <br />Dear Mrs Valinoti: <br />California Integrated Waste Management Hoard (Board) staff <br />conducted an inspection of the City of Tracy Landfill on August 1, <br />1990, pursuant to Division 30, Public Resources Code (PRC), <br />Sections 43303, 43304 and 44105, A copy of the state inspection <br />report is enclosed, <br />• F <br />The facility was evaluated for compliance with applicable sections <br />of PRC, Division 30 and Title 14, California Code of Regulations <br />(CCR), Chapter 3 (State Minimum Standards for Soleal Waste Handling <br />and Disposal) and Chapter 5 (Enforcement of Solid Wastes Standards <br />and Administration of Solid Wastes Facilities Permits), <br />The following violations of PRC and CCR were documented during the <br />inspection: <br />30 PRC 44001, 44004 - Permit Violation <br />14 CCR 17638 - Special Occurrences <br />14 CCR 17684 - Intermediate Cover <br />14 CCA 17711 - Litter Control <br />14 CCR 17742 - Hazardous Waste <br />In addition, areas of concern were noted with the following <br />sections of the CCR: <br />14 CCR 17616 - Report Of.Disposal Site Information <br />14 CCR 17708 - Drainage and Erosion Control. <br />14 CCA 17743 - Liquid Wastes <br />Please work with the operator to bring and maintain the facility <br />in compliance with State Minimum Standards. It is your agency's <br />discretion to develop a reasonable time frame for correcting the <br />violations and areas of concern noted in the inspection report. <br />Should the operator fail to make diligent progress toward full <br />regulatory compliance, Board staff may recommend to the Board that <br />
