The EHD has reviewed your Odor Impact Minimization Plan (OIMP) and has the following comments: <br />1. The Odor Monitoring Protocol section talks about the egg ranch at 952 W. Bowman Rd. Title 14 Section <br />17863.4 describes the minimum requirements for the OIMP. The OMIP is a site specific document and the state <br />minimum standards do not require that other sources of odor in the area be listed. Remove the section that <br />references the egg ranch. <br />2. The Meteorological Conditions section states that "Windrow turning and moisture content and odor will be <br />evaluated when winds are over 25 mph and suspended if odor is identified at the near property line." Revise the <br />statement to state "....and suspended if odor is identified at or near the property line." This statement is repeated <br />throughout the OIMP and RCSI. Revise the statement throughout. <br />3. The Complaint Response Protocol sections states that "...at the San Joaquin County department of <br />environmental health. If the Community Development department..." Revise the statement to state "at the San <br />Joaquin County Environmental Health Department. If the Community Development Department..." <br />4. The Operating Procedures to minimize odors section states that "This water will be pumped from a neighboring <br />pond, the fire department source about a mile away while the pump is being repaired." Submit a letter or <br />agreement with the owner of the property that owns the pond and/or specifically identify what the fire <br />department source is and where it is located. <br />S. The Incoming Material- Feedstock Processing Area section states that "If this material arrives with objectionable <br />odor it will be covered with additional green material ... or a tarp. It will then be processed and incorporated..." <br />Revise the statement to include odor evaluation and the possibility that the load would be rejected or disposed of <br />at a landfill. <br />6. The Windrow Composting section states that "For materials that have undergone pathogen reduction (over 15 <br />days), the temperature readings at least once a week." Revise to include daily temperature readings. <br />7. The Personnel Training section does not mention any record of training. Title 14 Section 17867.5 states that <br />"Operators shall ensure that all personnel assigned to the operation shall be trained .... A record of such training <br />shall be maintained on the site."
