April 26, 2012 <br />RE: Report of Composting Site Information, Odor Impact Minimization Plan, and Application For Solid Waste <br />Facility Permit <br />The Environmental Health Department (EHD) has reviewed your Report of Composting Site Information (RCSI) and has <br />the following comments: <br />1. The Chemical agents section states that "The only chemical agents on site are those required in final mixes <br />with finished compost product." Either remove the word "only" or add all other chemical agents on site such <br />as MaxForce. <br />2. The Climatic conditions and Inclement Weather section states "...and suspended if odor is identified at the <br />near property line." Revise to state "...and suspended if odor is identified at or near the property line." <br />3. The Sampling requirements section states that "One sample per 5,000 cubic yards of compost..." Revise to <br />state "One sample per 5,000 cubic yards of finished compost product..." <br />4. The Hours of operation section states "...Memorial Day, independence Day, Labor Day Thanksgiving..." <br />Revise to state "...Memorial Day, Independence Day, Labor Day, Thanksgiving..." <br />5. The Visual screening section states "...and the east side of the facility is also landscaping..." Revise to state <br />"...and the east side of the facility is also landscaped..." <br />The EHD has reviewed your Odor Impact Minimization Plan (GIMP) and has the following comments: <br />1. Revise the Regulatory Contacts section of the OIMP cover page to state "San Joaquin County Environmental <br />Health Department" as one line. <br />2. The Complaint Response Protocol section states "If the Community Development department..." Revise to <br />state "If the Community Development Department..." <br />3. The Operating Procedures to minimize odors section states that a fire hydrant located on the southwest corner <br />Of Dos Reis Rd. and Manthey Rd. can be used as an additional water source. Provide a copy of a "Will <br />Serve" letter or permit number for use of the fire hydrant issued by the City of Lathrop. <br />4. The Incoming Material -Feedstock Processing Area section states that "...covered with additional green <br />material ....over 6 inches..." Revise to state "...covered with additional green material with a thickness over <br />6 inches..." <br />5. The Incoming Material -Feedstock Processing Area section states that "If the odor cannot be eliminated off <br />site..." Revise to also include "If the odor cannot be eliminated on site." <br />6. The Windrow Composting section states that "...will ensure that it is turned so that ever particle..." Revise <br />to state "...will ensure that it is turned so that every particle..." <br />The EHD has reviewed your Application For Solid Waste Facility Permit and has the following comments: <br />1. The Type of Permitted Wastes To Be Received section states that "agricultural, green and food materials" will <br />be received. Title 14, California Code of Regulation (T14CCR), Section 17852 (a) (5) states that <br />"Agricultural Material means material of plant or animal origin..." This includes animal manure and <br />carcasses. Animal manure and carcasses is not an acceptable permitted waste. Specify the types of <br />agricultural material that will be permitted. <br />2. The Conformance Finding Information section needs to be completed. <br />3. The Facility Information section states that the peak traffic volume per day will be "50 vehicles per day, max <br />75 vpd seasonal." According to the San Joaquin County Community Development Department (CDD) Use <br />Permit (PA -1200011), "The Facility will accept a maximum of 50 trucks per day." Remove "75 vpd <br />seasonal." <br />4. Section C (If Applicable) of Part 6 (List of Attachments) states "Draft ATC San Joaquin Valley Air District." <br />Include the permit number of the Draft ATC. <br />5. Section C (If Applicable) of Part 6 (List of Attachments) states that the verification of fire district compliance <br />is "w/in cup." Clarify this statement. <br />6. Submit an original updated Application For Solid Waste Facility Permit. <br />
