Linda Novick - 2 - 15 May 2012
Due to the lack of threat to water quality at this site based on the current data, we will not require the
facility to be regulated under individual waste discharge requirements at this time and the addition of
food scraps to the composting can begin once all other permits are obtained. As we stated in our last
letter, the State Water Resources Control Board is currently working on a draft statewide order to
regulate composting facilities and the site must enroll under and comply with the statewide order
when and if one is adopted. In the event that water quality in the pond becomes worse than that in
the underlying groundwater, there may be additional requirements such as lining the pads and the
pond.
If you have any questions, please call me a (916) 464-4622.
WILLIAM BRATTAIN, P.E.
Water Resources Control Engineer
Title 27 Permitting and Mining
cc: Robert McClellon, San Joaquin county Environmental Health Department, Stockton
Jed Phelps, Harvest-Lathrop, Lathrop
Sam Monaco, Harvest Power California, LLC, Fresno
James Sanchez, Oakdale
