These documents include <br /> the Negative Declaration, Conditions of Approval and Use Permit, Site Approval Application No. PA- <br /> 0500726 (approved 10/29/2006) completed on the same 20 acre parcel for the current green <br /> material composting facility and accompanying documents; draft Odor Impact Mitigation Plan <br /> (OIMP) required by CalRecycle for compost facilities, new regulations required by the San Joaquin <br /> Valley Air Pollution Control District, and the Monitoring and Reporting Plan in place from the <br /> Regional Water Quality Control Board. The Project will also be subject to a CalRecycle Permit <br /> governed by the Public Resources Code and related regulations under Title 14 of the California <br /> Code of Regulations. <br /> Additional standard sources, which should be specifically cited below, include on-site visits by staff <br /> (note date); staff knowledge or experience; and independent environmental studies submitted to the <br /> County as part of the project application (note report title, date, and consultant). <br /> 1.
