f a <br /> Finding <br /> [CEQA requires the Lead Agency approving a project to adopt a monitoring/reporting program for changes to the Project that it adopts or <br /> makes a condition of Project approval in order to mitigate or avoid significant effects on the environment and ensure compliance during Project <br /> implementation. The Mitigation Monitoring and Reporting Program that accompanies the Mitigated Negative Declaration has been prepared to serve <br /> this purpose and is hereby adopted by the County.] <br /> Mitigation Monitoring Plan <br /> The matrix identifies the environmental issue areas for which monitoring is required,the required mitigation measures, the time frame for <br /> compliance, and the responsible monitoring/reporting agencies. The plan allows for a sign off on compliance, or for review of ongoing conditions as <br /> part of the annual review. An Application-Improvement Plan will be submitted once all conditions in the permit are met. A fee is required for site <br /> plan review(Development Title §9-884). A capital facility fee may also be required(Department Title §9-1245.2).Non-County agencies will be <br /> asked to submit these forms indicating compliance dates,review of conditions, or ongoing compliance. <br /> There is an annual review for compliance with permit conditions added as a condition to the project. If any mitigation measures are not being <br /> implemented, the County may pursue correction action.
