t <br />Purpose/Context of the OIMP <br />This Odor Impact Minimization Plan (GIMP) provides guidance to on-site operations personnel <br />for the components of this Plan, in accordance with Title 14, California Code of Regulations <br />Section 17863.4. The operator will implement and maintain this OIMP. The facility will be able <br />to implement all required procedures required. <br />The facility is a windrow composting facility receiving urban green material, agricultural <br />residues, and food scraps. The resulting material is sold to landscapers and agricultural <br />operations as organically certified compost. The facility receives a maximum of 500 tons per <br />day and 156,000 tons per year of combined feedstocks into the facility. All feedstocks are <br />processed and incorporated into windrows within 72 hours of receipt. No material will remain <br />on site for more than six months, but most finished compost and other material is sold and/or <br />removed from the site within one to three months depending on seasonal and climatic <br />conditions. <br />Odor Monitoring Protocol <br />The composting facility is located in an agricultural area with scattered residences. Since <br />facility staff are the closest to the composting operations, they will be the first to assess the <br />odor impacts on and off site. Each day, the site operator, or designated employee, will <br />investigate if there is any off-site odor by walking the perimeter of the property between 7 a.m. <br />and 9 a.m. each morning. As a result, the operator will determine if additional management <br />measures are required. <br />If objectionable odor is identified by the site operator, the following monitoring protocol will be <br />followed; <br />1. Investigate and determine the likely source of the odor; <br />2. Determine if on-site practices can minimize the odor; if so, implement immediately; <br />3. Determine if significant odor is traveling beyond site boundary and note wind direction <br />4. Determine whether odor event is significant enough to contact LEA/ or neighbors; and <br />5. Record event with date, time, wind direction, location and action taken in the Site <br />Operations Log. <br />If it is determined that odor has moved off-site, the following general steps will be followed <br />and specific protocols detailed in the Operational Procedures section will be implemented. <br />• Identify the source of the odor <br />• If odor is in the processing/grinding area: <br />o Mix the material with non -odorous compost or carbonated organics <br />o Cover the material with additional wood chips, compost or tarp if necessary <br />o Mist the material to prevent odor from spreading <br />• If odor is in the windrow area: <br />o Oxygenate the windrows by mixing with the windrow turning machine; <br />o Check to see if aisles are clear of material and ponding water and correct if <br />necessary; and <br />
