n <br />C <br />make a recommendation to the LEA on how it will fixed within 24 hours (48 hours on a <br />weekend/holiday). <br />The Operator will implement management practices articulated in this document according to <br />time of year, weather, and source of complaint. After corrective action is taken, the operator <br />will contact the person who issued the complaint and determine if it is addressed from their <br />perspective. If possible, the LEA will join the Operator to review in a reasonable timeframe. <br />The site Operator will document all complaints, results and actions, including date, time and <br />weather conditions, in the Site Operations Log. This log will be maintained on-site at the <br />facility. <br />Operating Procedures to minimize odors <br />The facility operates as a windrow composting facility. The site historically does not have any <br />odor issues. Additional protocols insure that this track record continues. <br />The composting facility is designed to maintain optimal operations to minimize odors. All on- <br />site personnel are trained to implement this Plan and report any discrepancies to the site <br />operator to take corrective action. <br />In the event of equipment failure, substitute equipment, from Hertz Rental center near the <br />facility or from the equipment manufacturer, will be brought in and the LEA and other <br />appropriate agencies will be notified. The facility uses well water to maintain proper moisture <br />during the process. If there are long interruptions in utility service preventing access to this <br />source, additional water will be brought to the site if required for odor control. If this additional <br />water is required, it will be pumped from one of three wells on the Gigli Hay property at 12333 <br />S. Manthey Rd # C Lathrop, CA 95330, approximately 1.5 miles from the property. <br />The site will be operated with accepted composting practices to minimize odors. These include <br />maintaining the appropriate C:N ratio (approximately 30:1), maintaining appropriate moisture <br />content (required by the San Joaquin Air Pollution Control District and CalRecyle), conducting <br />turning to supply aeration to the piles), maintaining pile geometry to ensure no odor, and <br />implement modification (reduce size) if objectionable odor is identified in feedstock and curing <br />piles. The site is maintained by keeping the area around the windrows, and elsewhere on the <br />site, clear of material and ponding water, maintaining the C:N ratio within feedstock piles and <br />incorporation into windrows within a maximum of 72 hours. <br />All equipment will be maintained on a regular basis to ensure proper working order. Emphasis <br />will be placed on the equipment required to reduce odor: grinder, windrow turner, and <br />irrigation watering system, including the addition of a water truck to the site. <br />
