0 , 0 <br />The compost facility is located at 916 Frewert Road in San Joaquin County. The site is operated <br />by Jed Phelps, the property is owned by James Sanchez, and the facility is managed by Tulare <br />County Compost and Biomass, Inc. <br />The facility is a windrow composting facility recycling urban green waste, food waste and <br />agricultural waste into compost to be marketed to the landscaping and agricultural <br />communities. The food waste will be primarily comingled with green waste from curbside <br />collection programs, assisting communities in meeting statewide recycling goals. Incoming <br />green and food materials are combined and go though decomposition to create compost used <br />as soil conditioners and amendments. The day to day operations include: a processing area for <br />receiving compostable materials and processing them for the composting process, creating and <br />maintaining compost piles with a windrow turner, monitoring temperature and moisture of the <br />active composting piles to meet pathogen reduction and VOC reduction requirements and <br />curing materials, and a finished product area where stabilized materials are stored prior to sale <br />and transport off-site. <br />The site is located on Frewert Road, approximately 1.3 miles off the Frontage road parallel to <br />Highway 5 and three (3) miles from the Lathrop Road exit. The facility is located on 20 acres on <br />the east side of Assessor's Parcel number 191-260-22. <br />2 <br />
