These records include any serious injury to the public occurring on-site and any complaint of <br />adverse health effects to the public attributed to operations. Serious injury means any injury <br />that requires inpatient hospitalization for a period in excess of 24 hours or in which a member <br />of the public suffers a loss of any member of the body or suffers any degree of permanent <br />disfigurement. Training and instruction of personnel are also included and detailed in these <br />records. <br />A schematic drawing of the facility showing layout and general dimensions of all <br />processes utilized in the production of compost including, but not limited to, unloading, <br />storage, processing, parking, and loading areas <br />Site Plan <br />The attached site plan shows specific areas for unloading, storage, processing, parking and <br />loading areas in addition to on-site traffic circulation. <br />Signage <br />A sign at the entrance to the facility details the name of the facility and operating hours. There <br />is also a sign for the scale procedures and acceptable materials. Containers of diesel or other <br />fuel are also labeled. The sign includes: Facility Name, Operator, Hours of Operation, materials <br />permitted to be accepted; and the cell phone of the operator, 209-993-1668, to be reached in <br />case of emergency. <br />Facility security <br />The facility is fenced and gated. A fence surrounds the entire facility; the ponds are also fenced <br />for safety reasons. The facility gate is locked between 4 p.m. and 7 a.m. There is also a lock <br />box with a code provided to the Lathrop/Manteca Fire Department that contains the key to this <br />gate in case access to the site is required by fire personnel. <br />There is lighting on the site near the office and parking area for security reasons. These lights <br />are not required for operations since they do not occur outside of daylight hours. <br />
