The quality of the groundwater in the vicinity of the site is historically poor and it is expected <br />that the quality of water constituting any leachate or potential leachate from the composting <br />operation will be of higher quality. The facility currently operates under a Monitoring and <br />Reporting Plan issued by the Regional Water Quality Control Board (RWQCB), District 5, and will <br />continue to do so until there are any changes authorized by the RWQCB. A new WDR <br />application is being submitted along in conjunction with the RCSI. If the RWQCB requests any <br />further surface water management program, the facility will comply with any permits or site <br />design requirements requested. <br />Noise Control <br />The facility operates within the parameters of the San Joaquin County noise ordinance. The <br />Operator will monitor the noise levels at the property boundaries periodically to ensure that <br />site is in compliance. To ensure that noise is not a nuisance to off-site receptors, a 14 foot <br />berm/wall is placed directly to the south and east of the grinder, which protects the nearest <br />receptors to the east. The facility operations are designed to diminish off site noise. The <br />location of equipment and material will be oriented on-site to keep all noise to a minimum. <br />Facility staff are trained to operate all equipment safely and training will be provided for any <br />new personnel. <br />Truck Traffic Control <br />The site shall not receive more than 75 vehicles per day delivering organic materials to the site. <br />The majority of trucks will be 25 ton with some landscape loads delivered in self -haul pick-up <br />trucks or regular route trash/green waste trucks delivering directly from their regular route. <br />Trucks delivering material to the site will complete their deliveries in less than an hour, and can <br />be used to pick up finished compost. <br />The facility maintains control over the number of vehicles entering and leaving the site. The <br />facility operator contracts with each load entering and leaving the facility. The facility receives <br />very limited use from the general public. The trucks enter the site, drive across the scale to be <br />weighed, drive to the off-loading area where material is inspected and, off-loaded. The <br />outbound trucks enter the site, load finished compost material, are weighed and leave the site <br />via an outbound lane. The new entrance to the site is designed to prevent trucks from queuing <br />onto Frewert Rd. It is designed so that, at a minimum, there is space for one truck on the scale, <br />two waiting and a lane for trucks leaving the site. There is also additional space on the site if <br />required. <br />Fire Protection <br />The facility abides by the current California Fire Code and all related standards (CFC 2010, <br />1908). In addition, The facility operates under the fire protection plan developed with the <br />cooperation of the Lathrop/Manteca Rural Fire Department. <br />Fire prevention is incorporated into the daily operation of the facility. The facility is patrolled <br />three times per day (upon arrival, noon and at the end of the day) as a fire prevention measure. <br />12 <br />
