From: Karl, Christine@CalRecycle [mailto:Christine.Kar[@CalRecycle.ca.gov] _w _-
Sent: Thursday, May 29, 2014 9:46 AM
To: Benjamin Escotto [EH]
Subject: FW: Changes to the Harvest Lathrop permit
Hi Ben,
I am having trouble locating the amended permit based on the comments below. Can you send it or re-send as the case
may be. Let me know if you have any questions.Thanks.
Christy
From:Otsubo, David @CalRecycle
Sent:Wednesday, May 14,2014 3:58 PM
To: rmcclellon@phs.hs.co.san-ioaquin.ca.us
Cc: Karl,Christine @CalRecycle;Taylor, Kevin @CalRecycle
Subject:Changes to the Harvest Lathrop permit
It was good to discuss the permit with you and Ben today. As we discussed, our legal office was also looking at it. Here
are our consolidated comments.
In section 4E of the permit, it is recommended that you shade all the blank boxes in the table that are not
being used.
The balance of our comments relate to Section 17, the Enforcement Agency Conditions:
Condition e. Change to, "This permit is subject to review by the EA and may be temporarily suspended or
revoked at any time by the EA for sufficient cause, in accordance with Division 30 of the Public Resource Code,
Part 4, Chapter 4, Article 2, Sections 44305 et seq and associated regulations."
Condition I. Delete or change reference to the RCSI instead of Title 22.
Condition r 4. Delete, or rewrite so it does not point to the San Joaquin County Development Code.
Conditions r 13. Has the operator done anything to comply with this condition? If so, it should be updated or
deleted.
Please send us another proposed permit that incorporates the changes.
Regarding the 72 hour vs 36 hour timelines for feedstock storage, I believe you indicated that you had something in
writing(an email) from the lead agency that says the 72 hour limit was ok. Please also send that to us.
Thanks for your assistance
Dave
2
