Frewert Rd., Lathrop, CA 95330 <br />Application Received: February 5, 2014 <br />Application Accepted: March 4, 2014 <br />Facility Contact: Jed Phelps, General Manager <br />(209) 982-1381 <br />Applicant: Harvest Power California, LLC <br />LEA Contact: Robert McClellon, Program Coordinator <br />(209) 468-0332 <br />As the property owner, tenant, or person who has requested notice, please be advised <br />that the San Joaquin County Environmental Health Department (EHD), as the Local <br />Enforcement Agency (LEA), is in the process of approving a permit modification for the <br />Harvest -Lathrop Composting Facility. The proposed changes for RFI (Report of Facility <br />Information) amendments were approved on March 4, 2014. The LEA is certified by the <br />State of California Department of Resources Recycling and Recovery (CalRecycle) to <br />enforce state laws and regulations at solid waste sites within the County of San Joaquin, <br />including all composting sites. <br />Description of Project and LEA's Preliminary Determination <br />Harvest -Lathrop Composting is a 20 -acre facility. The facility is owned and operated by <br />Harvest Power California, LLC. The site is located at 920 W. Frewert Rd., Lathrop; the <br />nearest cross road is Manthey Rd. The facility is proposing to modify their Solid Waste <br />Facility Permit (SWFP) as well as their Report of Composting Site Information (RCSI, an <br />RFI amendment). <br />The proposed change for a modified SWFP includes the following: <br />• Increasing the time from 36 hours to 72 hours that organic material can be <br />stockpiled prior to being placed into active -phase composting windrows <br />
